Transparency policy
In accordance with the Transparency Law and as a guarantee of responsible management, Fundació LEITAT informs about its areas of action in the following sections:
Mission of Fundació LEITAT
The aims of the Foundation include the promotion of research, development and technological innovation within the different economic sectors.
By virtue of its purposes, the Foundation’s beneficiaries will be universities, research, development and technological innovation centers.
Fundació LEITAT Activities
Foundational activities
The activities carried out by the Foundation with the aim of fulfilling the general interest purpose it pursues are comprised of all those aimed at promoting the culture of innovation and improving competitiveness, and specifically:
a) Facilitating access to and implementation of new technologies.
b) To ensure the excellence and valuation of the products generated.
c) Organize conferences, seminars and training and recycling courses.
d) Facilitate and promote the exchange of information between the Foundation itself and other similar organizations.
e) To make technological infrastructures available to the market.
Commercial activities
The Foundation may carry out commercial activities whose object is related to the foundational purposes or are complementary or accessory to the above, subject to the rules regulating the defense of competition, such as the following:
a) The generation, transfer and management models of both knowledge and technology.
b) Standardization of companies and their products or services through:
- Encouraging the differentiation of productive structures
- Increasing the technological value of processes and products
c) To promote relations between business organizations to improve their competitiveness, innovation and product management, the adequacy of their specifications, etc.
d) Encourage the implementation of technological innovation in the development of new concepts or processes that provide companies with tools to improve productivity.
The Foundation’s statutes

Royal Legislative Decree 3/2011, of November 14, which approves the revised text of the Public Sector Contracts Law.
Law 19/2013 of December 9, 2013, on transparency, access to public information and good governance.
Without prejudice to any delegations that may be agreed upon, the contracting body shall be the Board of Trustees.
Without prejudice to any additional delegations that may be agreed upon, and in accordance with the current statutes, the delegations made and the powers granted:
- For contracts up to 200,000 euros, the contracting authority is delegated to the Managing Director of the Foundation.
- For contracts between 200,001 euros and 1,000,000 euros, contracting authority is delegated to the Managing Director of the Foundation together with any of the trustees.
The contracting authority may be assisted by a Contracting Committee, which will be responsible for processing the tender procedure up to the award proposal.
The Contracting Committee shall consist of at least three persons to be appointed by the contracting authority.
